DETROIT -- Mayor Kwame Kilpatrick, already facing criminal perjury and obstruction charges, was chastised by a Wayne County judge on Friday after law enforcement officials described the mayor physically and verbally assaulting them a day earlier.

Calling Kilpatrick's behavior "irrational," District Judge Ronald Giles severely restricted his bond arrangements. No longer can the mayor of Michigan's largest city travel out of state without permission. No longer is he released on his own recognizance.

As State Police officials continued their investigation into the mayor's actions Thursday, Kilpatrick was ordered to pay 10 percent of the $75,000 bond to avoid jail and submit to random drug testing. Giles also delivered a stern rebuke.

The brouhaha on Thursday began when Wayne County Sheriff's Deputy Brian White, who is the head investigator in the case, and his partner, Investigator JoAnn Kinney, drove by the home of the mayor's sister and saw a Ford pickup used by Bobby Ferguson's contracting company. The cops had been in the upscale La Salle Boulevard neighborhood to serve another subpoena in the case and decided, after spotting the truck, to see if they could locate Ferguson, a friend of the mayor.

Court testimony Friday outlined how investigators ran into Kilpatrick at his sister's house, and the mayor, in some fashion, pushed the lead detective in the case.

"It happened so fast," Kinney, a retired Detroit homicide cop, recalled under oath. "We were just looking for Bobby Ferguson ... I couldn't believe this was happening." As White and Kinney stood on the porch of Ayanna Kilpatrick's home, they were met at the door by Daniel Ferguson, Ayanna Kilpatrick's husband, who said he was a relative of Bobby Ferguson. As White began to ask more questions, the melee began.

From inside the house, White testified, the mayor was heard saying "leave my (expletive) family alone," "get the (expletive) out of here" and instructed other people at the home "don't tell those (expletive) anything."

White and Kinney both testified that the mayor also grabbed White.

White, who said doctors told him his hip may be "slightly" fractured due to the incident, testified the mayor shouted at Kinney: "How can a black woman be riding in a car with a man named White?"

Kinney testified: "He was irate." She also said Kilpatrick, whom she had never met and referred to as "Mr. Mayor," told her: "You, a black woman, with a man with the last name White. You should be ashamed of yourself."

First, I have to commend the actions of the two officers who were attempting to serve the subpoena. They realized the gravity of the situation they were in and they left without incident. They could have put out a help call, as is the usual case when an officer is attacked, and the world would have arrived and, given the mindset of the mayor's protection detail (loyalty driven by corruption), it's quite possible there would have been a cop vs cop gun battle.

That being said, I am extremely disappointed in the actions of Judge Giles. By his own admission in other news articles ("I've put people in jail for less"), he saw what Kilpatrick did as an obstruction of justice, yet all he did was revoke a bond from on-going felony charges (yes, felony charges - 8 of them to be exact with more pending) and force the mayor to pay $7500 and submit to random drug testing. Given the mayor's financial status, that amount of money would be equal to about 10 bucks to the average Joe. Talk about a travesty of justice! Had John Q Public acted the way the mayor did, they'd find themselves behind bars. Also, can you imagine the shit storm that would have resulted had it been a white mayor that hurled the racist comments at the officers? Revs Jackson and Shaprton couldn't find a flight to Detroit fast enough.

Yet another black eye for a city that is all but down for the count.

I'm confused here; I understood the article to say the dirtbag mayor had been released on his own recognizance prior and now has a bond. I suspect the judge was just following the law in setting the bond, and based on what he is charged with.

Aww, quit picking on the guy. It's not his fault he's stupid.

Man I really wish he would go away already so Detroit could maybe think about turning things around.

Ahhh King Kwame strikes again. Too bad I moved back to Toronto from Windsor, I don't get Fox 2 Detroit anymore with their endless coverage of his antics.

I hope for Detroit's sake that he's booted whenever the next election comes around.

He was given a personal bond of $75,000 stemming from charges that he lied under oath when giving testimony about the firing of a couple of DPD officers and an alleged affair with his Chief of Staff. Due to the new assault/obstruction charges, the judge revoked the personal bond but allowed the mayor to pay 10% of the original bond.

If you read up on this ass clown, you'll see pretty much his entire tenure as mayor has been clouded with suspicious activity. Everything from using tax payer dollars to buy his wife a Lincoln Navigator to suspicions that he hosted a party at his city owned home (the "Manoogian Mansion") that resulted in the murder of a stripper who performed at the party in order to keep her from testifying at a later time. http://www.clickondetroit.com/news/5062699/detail.html

It's hard, though, to feel sorry for the citizens of Detroit. They keep re-electing this shit bird.

Just for the count?

Nobody alive today will ever seen Detroit recover to even a vague shadow of what it once was.

I'm not sure I agree, Doc. Detroit hosted the MLB All-Star game in 2005 and the World Series and Super Bowl in 2006 and you'd be surprised how they were able to clean up the downtown area. Granted, the improvements were mostly cosmetic and they did bus a lot of their homeless folks to shelters outside of the city but I was impressed with the changes they were able to make in such a short amount of time. Getting a new city administration (mayor, council, and police chief) will be a major step toward the city restoring itself.

Welcome! Actually outside of parts of Detroit and a couple other small areas, Michigan is a great place to live. That's coming from a Buckeye. So as long as King Kwame isn't your mayor, you should have a shot at enjoying MI.

I was in the Detroit area this past weekend visiting family. The coverage of this joker Kilpatrick was huge - the shoving match with the law enforcement officers is, I think, the last straw. The idiot governor is moving up the "hearing date" for a possible removal action. We can only hope.

On the plus side, drive near and around beautiful Oakland Hills Counrty Club, out in the rich, white suburbs. The club is getting ready to host the PGA Championship in a couple of weeks.

Maggs swings, it's a drive deep to left! The Tigers are going to the World Series!!!

Granholm has to have all her ducks in a row before she makes a move on KK.

If all is not done right, a white suburban woman removing an African American mayor will spark cries of rasicm even though KK is guilty. That's just the way it going to go down.

I don't even like overflying the state.

I was born and raised in Michigan. When I'm in a plane flying over it to get somewhere, I look out the window and feel disgust and relief that I will never again, no matter how long I live, reside in that state.

If you are moving there, my advice is to figure out ASAP how to get out. And whatever you do DO NOT buy a house if you would like to sell it one day.

Gosh Doc, that is rather harsh. MI has awful winters and a one-track economy, but most of the state is welcoming and the people are fantastic. I too am an expatriate, and also would not move back, but I have loved ones in the state, and others I care about. I certainly cannot trash it as you have. JMHO.

Yeah Doc, what gives? I, too, was born and raised in MI. Granted, it wasn't always like living in paradise but, damn, to feel "disgust" when just flying over the state seems more than a little extreme. I'm guessing you didn't experience everything MI has to offer prior to leaving. Things like Macinac Island, St Ignas, Alpena, Petosky, Traverse City, Greenfield Village, Tiger Stadium (or Comerica Park), Olympia (or The Joe), and The Woodward Dream Cruise just to name a few off the top of my head.

Back to the topic at hand- Kwame might be in even more hot water. From the WDIV website, Prosecutors will ask a judge if Mayor Kwame Kilpatrick gave notification prior to visiting Canada to push the sale of the city's half of the Detroit-Windsor Tunnel.

Kilpatrick faces perjury and other charges before 36th District Judge Ronald Giles and is required to alert the court of all travel plans.

Chief Judge of 36th District Court said Kilpatrick did not notify the court he was leaving the country.

Prosecutor's spokeswoman Maria Miller said Wednesday that the issue will be addressed at an Aug. 7 hearing.

Sad but true. He has shown that he will play the race card to full effect. Despite overwhelming evidence of his guilt, folks will believe that crap.

Are you serious? How the hell has he remained in power? Even playing the race card, at some point the people of Detroit will say (or SHOULD HAVE SAID) enough! Not saying he murdered anyone or had anyone murdered, but allegations of perjury (among his other antics) should have been enough for him to have been forced out long ago.

Well, he DID mention St. Ignace. I would add Porcupine Mtns State Park, Pictured Rocks National Lakeshore and Taquamenon Fall State Park, along with the Keewenaw Peninsula.

Too many nice things about MI to mention, AirCop. Those were just the ones that came to mind immediately. Plus, I didn't want to stray too far from the thread topic. Me thinks Doc had a bad experience or two while residing in da midden state and he's a little bitter over it.
