The normal cameras only have 24 frames per second, and since Michael Phelps won by 0.01 second, it is possible that you could not see it on a normal television screen because the normal cameras could not capture it. From my understanding, the staff members have a camera that is capable of having enough frames per second to 1 frame per 0.01 second, and I believe they have reviewed the tape.

I think Cavic may have touched the wall first, but clearly Phelps triggered the pad sooner, or the result wouldn't have been official, since it's a COMPUTER that runs the sensors. I think that Phelps triggered it sooner because Cavic was gliding, and Phelps slammed the touchpad at full-strength as he arrived.
