The guy says he took the pics with an iPhone, presumably from a fairly fast-moving train-- does it have the equivalent of a focal-plane shutter that distorts more than the usual? Why would it do that?

i have seen pictures taken from a car on my friend's iphone and saw some similar effects.

What causes it, i dont know.

Looks as if the image sensor is read out sequentially from top to bottom (instead of fixing the entire image to background storage and then reading it out), which vertically stretches the image of objects below moving fast towards the camera. The angular movement is fastest with the rails closest to the camera, so it is most apparent there.

the Iphone camera is kinda slow... we had some with with effects during training for it. The shutter speed is just very slow and it seems to do a scan top to bottom unlike most cameras. so yes the forward leaning is common with it.
