Kid is prone, on the ground, his helmet has come off, and, in that case, that football helmet is as good as a weapon being used on someone. The kid who did it should have been tossed from HS football forever.

He should absolutely be charged for what he did since there is absolutely no way that could ever be considered a legitimate play. It even goes beyond just dirty play, like an illegal block. The kid had only one goal with that headbutt: to hurt the other player.
The law is not suspended during a sporting event, just look at the case of that minor league pitcher who was charged for throwing a basball into the stands.
