Quoting Goldenshield (Reply 1): Interestingly, I got another form as well. I guess one wasn't enough. :P
To help increase the mail return rate, the Census Bureau has mailed a second form to households in areas that had low mail response rates (under 60%) in the 2000 Census. Since all forms mailed to households are bar coded, you will not be double counted if you send in both forms. Every 1% increase in the mail response rate saves $85 million in follow up costs, so it’s important to get as many forms as possible back by mail.
