So after every 4 hours of use or so the car will need to be charged for over an hour? Sounds like that will be effective.
Then again, if Italian taxi drivers are as industrious as the rest of the country has a reputation for... maybe this will work fine.
I share your concerns about the decreased productivity due to the need to charge them too often for long periods. Taxis are up and down on the road most of the day, some even 24h/day as some companies use several drivers for each car.
Having to stand the car down every few hours for at least an hour to recharge, plus having to drive to and from the recharge station rather than the closest gas station, will no doubt put many cab companies and owners off, even if the fuel saving is significant.
That said, electric cabs would do a lot of good to cities in terms of reducing pollution.

What they need to develop is a standard size battery that can be swapped over to charge outside the vehicle, whilst a 2nd battery is running the car. Or a "filling station" where you swap your dead battery instantly for a fully charged one...
