Israel announced that they will be allowing all non-"duel use" supplies and food into Gaza. A provision for some "duel use" supplies will be made if the Palestinian Authority approves.

I wouldn't get my hopes up with this...this is still not enough to repair the lives of hundreds of people there. Only good thing that came out was that it took international pressure and condemnation for Israel to do something. If they are SO concerned about it, they should ask the UN to supervise the goods (and heck, as a good will gesture, throw in the Arab League too). Here's the deal they should present the UN and relay to the Arab League: "Keep Hamas unarmed, we'll keep Gaza unblocked". That's a deal that should satisfy both parties.

Nobody should trust the UN to enforce anything. Such an agreement will most likely result in Israel banning civilian goods again. As for the Arab League, they have their own agenda and are not to be trusted as well. Personally, I think Israel is doing the right thing by working with the Palestinian Authority and Egypt instead.

Just now in the Tagesschau on TV: German Minister for Foreign Aid has been denied entry into Gaza. He was to see a development project in Gaza that was built with German tax payer money, but was refused entry under the ground that "this could be used by Hamas to legitimise itself".

What was the development project?
Was Hamas approached anytime during the planning stages?

It was a project to build a water treatment plant, which is desperately needed to provide the people clean water. However, construction of the plant has been on hold for over 5 years because of security problems.

No. However, the Israeli Foreign Ministry doesn't want other politicians in Gaza, simply because Hamas would take advantage of that, and they meant that in general, despite exceptions that were made for people such as Ban Ki Moon or Jimmy Carter.
