The normal procedure for state of the union addresses is for the president to release text of the speech prior to giving the speech in a joint session. In fact presidents from John Adams to William Howard Taft only submitted written state of the union reports to congress. It wasn't till Woodrow Wilson that presidents gave state of the union address in person to congress.

While Obama's address on jobs to a joint session of congress next Thursday won't be a state of the union address, it probably will have a long wish list of spending programs that the president wants enacted. It's fair to request that the president submit the proposals in writing.


A written proposal from the president would enable Congress to decipher the cost and the American people and businesses to weigh the plan, said the South Carolina Republican who is a favorite of tea party conservatives.

"Without sending something in writing, the president makes all of these grand gestures, and then it doesn't appear in any legislation, and then he will blame Congress for not passing something he never sends over," DeMint told CNN Chief Political Correspondent Candy Crowley.

Obama is set to address a joint session of Congress on Thursday to lay out an economic plan to create jobs in the United States.

So, the right wing whines and cries because the President wants to address Congress and the nation the same night as right-wingers have their debate. (country before partisan politics, after all...) Now, the right wing wants his speech in writing before that? Why? So the right-wing can debate and jump to conclusions about it? Obama and the Democrats have been caving in to the right for far too long. It is time they got a back bone and finally gave the right a dose of their own medicine and said "NO!!" very loudly and very firmly. "NO!!" See how easy that is? "NO!!"

Blaming Congress for not acting on items Obama hasn't sent to Congress is one of Obama's favorite tricks. He blames Congress for not passing free trade agreements with Korea, Colombia, and Panama, but he has not sent the agreements to Congress so they can be approved.

Despite Obama’s pleas to “pass this bill,” there is no bill. Steyn says this presents a problem.

“There is no bill – that’s even better,” Steyn said. “We have to agree to his demand to pass this bill before we can find out what’s in it. There is no bill. He doesn’t put anything on paper. That would be asking too much of him. It exists on the teleprompter. It’s on the teleprompter, but it doesn’t exist on paper. There is no bill. You can’t pass a teleprompter. It’s not in the U.S. Constitution.”
