As far as my favorite, it's the queen of bastard villainy: Mdm. Medusa from The Rescuers.

Frollo (Hunchback of Notre Dame) for me what made him twice as scary was the fact that he was a "real person" and to this day there are people like him.
Others are Scar (Lion King), Ursula (Little Mermaid) and Cruella de Ville (101 Dalmations)

My favorite Disney character has always been Scrooge McDuck - growing up as a kid I admired a plucky old duck who worked his feathery little butt off and always wanted things his way. Never saw him as a villain (always a hero of mine, actually), but I am sure if they were to bring him back in this environment he would be portrayed as an evil, greedy industrialist/financier, amongst the 1% of all ducks, and the Beagle Boys would just be poor down-on-their-luck victims who were just trying to redistribute his wealth.
