It's a great piece of software, but in many cases photoshop is overkill. If you just want to edit your photos, consider Aperture or Lightbox together with filters like Color Efex or Viveza which you can find here: http://www.niksoftware.com

I only have the PSE for Mac. It's a great piece of software. I like the precision editing and the ability to work with layers.
However, I have found that Aperture is really good, better actually, for enhancing the photo, to bring out the best in the shot. Aperture also does a good job of cataloguing the photos... and you also can get your shots on photo stream through the iCloud.
