City Employees Told To Bring Toilet Paper To Work

Hmm, this seems to be the opposite of the case where employers use locking dispensers to prevent their employees from stealing the toilet paper:

There was just a TV news story about a Swiss city where public servant had to clean their own office, take out the trash etc. !

As for toilet paper, do people steal even the huge rolls you can find in public toilets ? Can't there be a key on the thing ?
