It can be made with relative ease if the right ingredients are around. That's partly what makes it so dangerous, the combination of it being readily available and astonishingly poisonous.

Seems very amateurish, thank goodness. RIP to everyone in Boston, but it could have been a lot worse had the bombs been more complex

The FBI have arrested someone from Mississippi in connection with this.

Ricin letter suspect released; FBI searching second Mississippi man's home

Similar was stated w/regards to the anthrax letters sent in Oct. 2001, a month following the Sept. 11 attacks. As it turned out; the sender of those letters, who died a few years ago, was not connected to Al-Queda nor the attacks at all.
