I was cutting my grass today and saw my neighbor, who only has one hand. I have seen this guy 1000s of times but until today I never gave the fact that he had one hand any thought. I was wondering if this guy were to get arrested how would the police "cuff" him? I am not saying I think my neighbor is out committing crimes, but in this great big world of people there has got to be times when police arrest a one handed or one armed person. One of the reasons you hand cuff a guy is so he doesn't take a swing at you or can get a hold of a weapon easily. Maybe police officers train for this kind of thing, but since I am not a policeman I don't know what they would do. I guess you could cuff him at the ankles, but that still leaves the hand free to do whatever. However with the ankles cuffed I doubt you could stand properly to hit somebody. I would think you would take a swing and fall right over.

Plastic handcuffs, ie cable ties.
They can be joined to make them long enough to go around the waist.
So you cuff that one arm to the body.
That would that care of the reason you raised: "so he doesn't take a swing at you or can get a hold of a weapon easily".

Hmm, good question. I expect they would cuff the good hand to a belt designed for the task. Though, that does leave the other arm to act as a club.

If one of our resident LEO's doesn't answer, I'll get with one my buddies and see what they say.

I thought about that, but in order to make that effective, the cable ties around the waist would have to be very tight. Too constrictive.

Hi Guys.

In my opinion the police would probably have to use "Waist Chains" to restrain a prisoner's arms if they felt it was nessesary. But I guess they would have to connect them differently when a guy has only one hand. They may also want to use Leg Irons to make him less mobile.

Here's some examples of waist chain restraints, etc.

Hi Guys.

On second thought, if all else fails, the police could always use Duct Tape to restrain a guy. Just wrap him up!

Basically, if there's a person who can't be handcuffed because of some kind of handicap or disability, and they are aggressive, the best option is to attempt manual restraint. A lone officer would be best off summoning more pairs of hands (pardon the reference) and having him held. A thorough and immediate search can reduce or near-eliminate the risk of a weapon being pulled, the suspect can then be physically restrained until arrival at custody. Obviously in an extreme case (a particularly huge or disproportionately-strong person) some kind of improvised restraint such as using a waist chain/band of some kind would have to be considered. It's pretty impractical though, and far simpler to just hold him. Bear in mind that with a hand missing he's already at a significant disadvantage.

If the one-handed arrestee is so violent and is flailing about in such a manner that he/she would likely hurt him/herself during transport, I'd consider calling for EMS and strapping him/her to a stretcher for transport to the jail. Once in the jail, a restraint chair would work fine.

I arrested a guy who had one arm. He blew the other one off at the elbow playing with homemade fireworks.

We handcuffed his good arm to his belt loop on his jeans one time, we handcuffed his good arm to a rope we tied around his waist, and we used waist chains another time. His "stump" was of no concern to us.

All in all I think we arrested him 5-6 times over a couple of years. The funniest time was when he was caught with stolen property and we asked a rookie to handcuff him and transport to jail. Rookie tried to handcuff his stub to his good arm/wrist. Rookie linked 3 sets of handcuffs together but the cuffs kept sliding off the stub. That's when the rookie learned that it is always important to carry a 6' length of 1/2 inch braided rope in your briefcase/duffel bag. Tie the rope around the suspect, make a 2-3" loop and use it in place of the other arm to hook the cuffs to. Works like a charm.
