I am probably heading to New York in June to do spotting with a rented motorboat. My question is do you need a permit to operate a motorboat in New York? I know you didnt need one in Georgia, all you needed was a drivers license. If you do need a permit or license, would it be allowable to get my permit in Texas and use it in NY. Or do you need a New York issued permit?

I think you should be fine. I am pretty sure that a boating permit is not required to operate a motorboat (PWC's are a different story however). Even if a permit was required, it would only be for people who OWN boats with in the state and any out of state boating licenses would also be valid. Just renting a boat should probably never require a permit regardless of where you are because 99% of those people renting boats will, of course, not have a boating permit (...and there goes the boat renting business)
