It's a bit of a shame really. The England bid was technically the best by far, offering much more revenue than the French one, and also providing a good basis for rugby development around the world.
But, and its a big but, the England bid was hamstrung from the start by England's (the RFU I mean, not the team) incredibly high handed behaviour towards many of the unions around the world. They've managed to irritate most of the other Six Nations ruling bodies, as well as the southern hemisphere. Hardly something to encourage them to vote for England.
On top of that, France haven't hosted a World Cup before, so all in all it became a vote from the heart not the head, and England have only themselves to blame.
