If I remember correctly, it comes from an old video game that was originally made for the Japanese market. When it was translated into English, they didn't get it quite right and instead of "All your bases belong to us" it came out as "All your bases are belong to us".
Now I'm not sure if this is the truth behind it but I know I've read that one more than one website.

This was a prequel cinematics to some early computer game (probably videogame). It was released in 80s or early 90s. The quoute "All Your Base Are Belong to Us", which was a kind of inside joke for that game, became popular. It started appearing as a joke on various websites and other places. More and more people started to use it.
So, in the start of movie under that link you given is shown the real prequel of that videogame. Later there are shown supposed examples where this quoute was written as a joke. Of course, all pictures here are faked, but there were real examples like this as far as I know.

Yes it is, but the quote "Someone set up the bomb" is used in nearly every public server when the bomb is planted. Of course someone is replaced by the players name.

LoLz, saw the video again, did anyone see the Mandarin Airlines MD-11 that crashed in HKG, they photoshopped Mandarin Airlines with "all your base are belong to us"
also forgot to add, damn crappy english!!!!!

I remeber that Foxtrot comic! I have it saved somewhere! I thought it was a catchy phrase and wanted to work it in whenever possible but never could. After seeing the site (the link was posted here about a year ago) it all made sense.
