I would guess that near anything that A. poses as employment, AND B. asks for money up front is probably a scam.

Why don't you just get a gov't grant from that guy who sells the Q mark book, & use that to find out, lol.

No its not a scam, some places really do hire people to be "secret shoppers" my mother was one a while back, for Bickfords Restaurant, in New Hampshire. We got free food, just for filling out a survey every time.
