After the improvements in relations over the past few months, that's hardly a helpful attitude. Nobody is asking for Qadaffi to be put on trial for his various crimes.
Strange, Europe fondly recalls Reagan, but Arabs don't.

Libya is a relatively small producer,the sanctions would have very little if any effect on prices and the high prices are mostly caused by rising demand and questions about the stability of Saudi Arabia and the security of its oil installations.

Well the long period of sanctions has all but shut down Libya's oil production. It will be a long time before they are at anything approaching full production rates. Libya's biggest field is almost the size of Texas (not in one solid lump of course, but the boundaries are spread over a very large area.)
