From Newark to DC you will take Interstate 95. There is about a $5.00 toll for I95 through New Jersey, a toll across the bridge into Delaware, and about three other tolls before you get into DC. Figure about $23 in tolls and 4 hours driving. (Although I've done it in less than 3 hours @ 90MPH)

I-95 all the way. But bear in mind 95 can get very congested, so at the very least plan on needing at least another hour should things get hairy. I-95 in NJ and DE is a toll road, plus you need to pay a toll to go through the Harbor Tunnel in Baltimore.
JALs time estimates sound about right, Mapquest says 3hrs 45mins. Just try to plan your drive so you aren't hitting rush hour in any of the cities you pass through on your way down.

Yes, if you can go on the I-95 all the way to DC. If you can pay with the toll for the turnpike. If you even way will make easier way on the map. I know how we can get there into eastern United States.
