How Does Aid Get To Victims In Somalia?

Somalia was also hit by last week's tsunami, but how the heck do aid workers get aid to victims that live in a country of complete anarchy?

It's in French but some key points:
*277 tonnes of food aide delivered to people that aide workers can access
*176 dead
*Just about everything in Somalia was destroyed by the civil war anyway
*30,000-50,000 affected, mostly fishermen since it happened in the middle of fishing season; not sure which of those 30-50,000 were affected by the Tsunami or by simply living in Somalia

Anybody know how aide agencies are attempting to get to Somalian victims, if at all?

Now I might be wrong but I am pretty sure it will not be a UH-60 Blackhawk, at least not flown by a Yank.
