Do rental car agencies rent to under 25s? Do they rent to 18
Are there any coastal roads leading out from Sydney that would be considered a "must do" when visiting?

Looking at the Budget website it appears that they do, however there are additional fees associated with it.

Make sure you drive over the Harbour Bridge

I reccomend you drive north from the CBD across the harbour bridge to Manly and then north alongside the Northern Beaches. Some beautiful scenery there - especially around Newport and Palm Beach (where Nicole Kidman goes on holiday).

Incidentally, is the exchange rate std 80% and are there bureau de changes abundant?

Not totally sure about the current exchange rate but you should be able to find it online.

Bureau de changes are everywhere as are banks which provide that service. Being a former olympic city Sydney has all the services a tourist could possibly need.
