You're right. I remember going from T1 to T2 the flags are above the windows from which people can view the E gates, just in front of the Air Canada gates.
N1120 gave these as sister cities to L.A. and/or New Orleans. LY7E7 gave the last one as one to Tel Aviv. These, I believe, are also sister cities to Chicago that are listed on those banners that AR1300 mentioned.

According to Wikipedia, Raleigh NC is a sister city to Rostock Germany, Hull England, Kolomna Russia, and Compiègne France...though out of those 4 I had only ever heard of the affiliation with Rostock. Come to think of it, out of those 4 Rostock is the only city I've ever even heard of in the first place. Strange.
