I thought the president was a compasionate conservitive. I thought that Bush had death row prisinors executed to one uphold the law and provide closure to the victims famlys. This is not the only program that helps those in pain and those unable to stand up for themselves he has cut and it wont be the last.
I have a great program........Lets cut out the use of Air Force 1 for personal use. Lets send George a bill each and everytime AF1 takes him back to Crawford for weekend of relaxation because that is a program I think needs cutting in these tight tough buget times here in the USA. Or better yet how about his war for OIL program.
Bush is such a good Christian....so much for the least that his Jesus spoke of.

President Bush was billed for the use of Air Force 1 during the campaign season. As for the visits to Crawford, that is considered an office and work is still done there. If you were President Randall, would you pay a butt load of money to transport you and your staff when you are working out of another office? Save the "He doesn't conduct business at the Ranch," bull hash. The President never gets a day off.
I won't even dive into the liberal pond of cess that is the war for oil argument you speak of.
All that said, if talk of that money being cut is true, President Bush is making a serious mistake. I say relocate a billion from the space program to this fund.

Hrm...far be it from me to defend Bush on this, but as an employee of the US Attorney's Office, let me explain that the Crime Victim's Fund doesn't solely get its funding from the US budget. Any time someone gets sentenced in US District Court or US Magistrate's Court, there's 3 monetary components that can get tacked onto the sentence, 1 of which is mandatory.
1) A mandatory special assessment fee of $100 (for District Court) or $25 (for Magistrate's Court). Mandatory is somewhat of a loose term as judges will sometimes waive it if it's deemed that the defendant will not be able to pay it (IE immigration cases where the defendant is due to be deported in short order). Part of the funds go back to the US Court system to help offset the costs of prosecution and other parts go to the Crime Victim's Fund
2) Restitution. If a defendan't actions caused monetary damages either to a federal agency (case in point, the worker at Bingo Nights at Fort Jackson who was pocketing money) or to a non-federal agency (any bank robbery or embezzlement, for instance), then the judge can and will order restitution in the amount of damages. Restitution goes straight to the institution that was damaged.
3) Fines. If there was no identifiable victmi in the crime you'll also see fines assessed to the defendant. All money from fines go to the Crime Victim's Fund and they can be hefty AND be interest bearing.
So it's possible that Bush wants to cut funding in the US budget and have it rely more heavily on money generated from criminal debts.

Taking a shot at the policy, not you, All the above is all well and good, WHEN THE DEFENDANT has money!!! When the defendant is indigent none of the above does a DAMN thing for the victims!! Besides that you are talking at the Federal level... I'm sure that money he cut goes to the states as well!!!

Then we have other methods of extracting our pound of flesh. Liens on their property, asset forfeiture, taking their tax refund, garnishing their wages, etc. Also, while imprisoned, they can pay through via the Inmate Responsibility Program, but at the wages they make, full payment of the debt sometimes just isn't feasible.
As for the state systems, can't comment since I'm not familiar with them.

Vermont has one of the better Crime Victim's Fund programs but had to recently revise it's as WalMart and other large retailers were using it to recover losses from bad checks. They now cap the maximum loss claim to about $10,000 and limits claims from large retailers and businesses. The loss claims can only be where there is a conviction for a crime, where there was no insurance coverage or to pay insuance deductions. For example, a small business owner can make a claim up to the limit and can be proven within reason if there was employee theft, didn't have insurance for such theft or the deductable for insurance they do have.
Most state programs are very limited and of course, the criminals usually don't have much money. One exception was a where a mob hit man whom ratted out mobster John Gotti got a miminal sentance in a deal (somethng not allowed today). Due to a NY State law preventing a criminal from profiting from a crime, spouses of some of his hit victims got monies this scum got from a book he wrote on his crimes. The total was someting over $100,000. In other words, crime cannot pay.
