There is no official language of the United States.

A bunch of xenophobic, jingoistic righties want to make it English. But it isn't at this time.

And Little League has no rules forbidding the speaking of other languages during games. This up was out of line, and it's regrettable-and he's an idiot for it-but it can't be reversed now.

There isn't one, actually.

As for the umpire, what an idiot. Let the kids play the game. When the real LLWS comes around (this was just a state tournament), are you going to make the Japanese kids or the Mexican kids speak English?  Yeah sure

"It appears the umpire was concerned that the coach or manager may have been using a language other than English ... to communicate potentially 'illegal' instructions to his players"

Illegal instructions? What the hell is that supposed to mean? If the umpire is worth his salt, he'll be able to spot any illegal action and put a stop to it, whether it was instructed or not. And if he can't do that, then he shouldn't be umpiring. Simple as that.

Maybe the Coach was telling his player(s) some strategy moves and didnt want the other team to know. From my investigation it isnt any different than the hand signals that they use.
