No, it should be illegal. It is in Czechia, by the way. I am a liberal nonconformist, so understand this has nothing to do with conformity. It's recognizing that there are men and there are women, and not dooming your kid to a lifetime of embarassment, confusion, probable mockery at school at least, and possibly a gender identity crisis.
Names that were for example once boys' names but are now girls' names (Eg. Ashley, Beverly, Lindsay, Leslie) should be perfectly legal, BUT they should STAY legal only for girls. To avoid further confusion, I would not allow this to evolve any further.
As I have written before, I think there should be strict laws regulating giving children names. This is a very important decision as it affects you for the rest of your life. I should know. My real name is unpronouncable in English (not that I blame my parents, having been born in Serbia where it is a perfectly acceptable name). Suffice to say that this has contributed to the misery I have suffered growing up.

I've always said that it doesn't matter WHAT you call me...It's how you say it.
As for laws about what to name your kids .... I didn't know there we're such laws. I could name my kid "CaptainGomes AA61Hvy the third" if I wanted to. (I'd just PRAY the other kids didn't call him Molly!).
