The ccTLD (country-coded Top Level Domain) for these countries is .uk or .br, but they chose to introduce national .co/.com, .org, .gov etc. domains. It's just the national authorities determining whether or not they wanted to split the national URLs into further domains.
To understand this you need to know URLs are to be read from back to front when you want to determine the level of the domain. Example: dict.leo.org is server dict at a .org domain called .leo.
