This photo is a resubmit after being rejected for poor contrast and being under-sharpened. What's really confusing/concerning is the latest review says "Poor light affecting quality". I'm not quite sure how to interpret this, i.e. will the photo never be good enough because of the lighting...and if so, why is it being pointed out on the resubmit and the initial submission? Any advice would be hugely appreciated.

Because they don't always list all the possible rejection reasons on a particular rejection. If they screen a photo, and it's obviously blurry or whatever, it'll just get immediately rejected for blurry.

Your new edit is a bit oversharpened. And the sun is pretty high in the sky based on the shadows, which is not great light to shoot in.
