Try finding a location which is less backlit - this will help somewhat. Morning arrivals/departures on Runway 36 (if you're able to photograph that from the terminal side of the runway) would probably give you nice conditions in terms of light. Otherwise if you're there in the afternoon, maybe try from the lake side of the runway - it looks like there's a grassy patch that's accessible. I haven't been to ROT for photography but I could guess what it's like. Again, Rwy 36 operations would probably make it easier.
