It looks like the original was a little blurry so I don't think this will have the quaity to recover it. It's still borderline overexposed and doesn't have the quality. It looks like you've had to apply a lot of sharpening to compensate, particularly towards the front of the aircraft, but it's still soft and oversharpened.

You could, but just be prepared for a motive rejection. How rare is the aircraft? If it's new to the db, there might be a little allowance for the obstruction.
