is there a general rule of thumb about how many LD3 containers will be needed for a certain number of passengers on a flight?

Best person to answer this would be a flight despatcher, but there must be an average. In most systems like gaetan during the check in the system update itself all the time, eg. on an AF flight there is an EBW (expected baggage weight) and actual weight. Bags can also be broken down into direct and transit.
Not the best answer, like I said you need a despatcher.

When in doubt give it a clout

For a full flight, the number would be dependant on whether it's domestic, or international. I only worked with domestic flights back when I was a ramper, but I seem to remember that it was only about 4-5 LD2's for a 767. This out of 32 positions for a 767-300. We were only alotted 16 for cargo, which, I believe, was just in case baggage was more than intended.

Two all beef patties, special sauce, lettuce, cheese, pickles, onions on a sesame seed bun.

1 ld1/45pax or 1ld3/40pax should give you a pretty good idea.
