The issue with finding a Non-North American flight tracking website/program is the lack of real time information. I do not know of other country's policy regarding the free spreading of flight information.
On a similar subject, flight plan information is not forwarded between the FAA's NAS computer and ICAO computers else where in the world. For this reason, long flights in and out of the US will not be active the entire flight. Inbound flights to the US are actually "departed" in the system from the first fix outside the country when the aircraft reaches that fix. Other flight plan data before that is supplied by ICAO. I am unsure of the accuracy and completness of that information.

Thanks the silly reason I asked this question is that I am trying to more accuraately imitate some of Asiana's flights, for my flight simulator/virtual airline enjoyment. I was able to get the flight plans used, and create the route using FSBuilt for all US and Inbound and Outbound flights, but none for those not originating or terminating in a foreign country, and Asiana being a non US airline, makes most of their true routes unavailable to me.
