At more and more airports there are restrictions on running APUs which are vital for the running of air conditioning and electrical services on board.
Many now provide both pre-conditioned air and electrical hook ups using the airports own generation equipment and air conditioning plant - much of which is state of the art to be as energy efficient and emissions free as possible.
The airline pays for the hook up but saves on jet fuel and the environment on the ramp sees major reductions in carcinogenic particles, noise and dangerous effluxes.

It it about a foot in diameter it is either a Hot air or Cooling A/C tube. What time of year will determine if it is hooked up to an Air conditioner or heater.
If it about 4 inches in diameter it is a high pressure line for providing starting air.
