I noticed that on IAE A320's, there is a low-pitched whining sound that is quite loud and can be heard when the aircraft is quite high. It sounds like a prop plane's engine except that it is of slightly higher pitch and is a clearer whine without the sound of beating air mixed into it. Instead you first hear the whining sound then as the jet flies over you, you hear the roar of the air from the engine. What is it?

Yeah...its caused by the engine spining and hopefully you hear it during the entire flight.

BTW, it is the high-pitched whistle I am talking about on approach or when the plane is about 1000' overhead, not the muscle car sound when the plane takes off.

Or perhaps when the aircraft is on final approach 5 miles from the airport, but rather quite high up on approach and maintaining level flight until final approach. 737's have CFM's and I only noticed that sound coming from IAE A320's.
