Commercial Air Charter Service?

Does anyone know the process involved with starting a commercial air charter service, similar to Adriatic Eagle Air, http://www.adriaticeagleair.com , or Myrle Beach Direct Air, where you charter a plane and sell tickets on it?

Can these be privately owned or are they similar requirements that commercial scheduled carriers have?

Any info would be appricaited.
