London City North Runway?

On page 33 of "Airways" mag, March 2010 is an aerial view of LCY showing what looks like a small runway, with piano keys and centreline, across the water immediately to the north of the airport. Google Earth shows a vacant strip of concrete where buildings used to be; this new runway is on that area.

Explanation anyone?
