Go to their websites (Airbus & Boeing) or airliners.net aircraft info section. Take the thrust, divide by MTOW (maximum takeoff weight) and voila. Thrust-to-weight ratio. The plane with a higher number has (potentially) more acceleration on the runway.

Notice that both planes come with a few versions of the CFM56 engine. The A319 also comes with a couple of V2500 engine versions.
So your coparison will end up with well over a dozen different results.
When you buy those planes, then you also buy the power you think you need. If you are operating from hot&high or short runways, then you buy the powerful versions. If not, then you don't.
