KHI Airport 2nd Runway

There's an ongoing post in this forum on why some airports only have 1 runway... Having just flown through Karachi, I thought I would ask the converse question: why did KHI build a second runway (which I believe opened in the late nineties)? The second runway (7R/25L) is parallel to the original, and only very marginally longer. KHI does not have heavy enough air traffic to require two simultaneous runway operations.

Is the second runway then worth it?
