I see these 2 titles in airline management positions. What's the difference?

I can only speak for my airline, as others may have slightly different meanings.

Airport Operations is typically classified as all crew members who staff the ticket counters, gates, and baggage service offices.

Ground Operations is typically classified as all crew members who load/unload baggage

You then have

Flight Operations - this covers both Flight Deck personnel and Cabin crewmembers

Technical Operations - A/C maintenance crewmembers and Materiels Specialists
