Long Range Crew Requirement.

I know the Faa requires a certain amount of pilots depending on the flight time (3 >8hs), does that rule apply to Mr Joe and his GV or just commercial airlines

Anything flown under Part 91 (not 91K mind you) doesn't have time and duty limits except for CFI's who have daily and weekly limits I believe. Part 121 and 135 both have limits.
