Simple, Becuase the people who buy the aircraft are cheap. Besides, most aircraft don't need them.

With the computer controls these days trim tabs are not needed on the more modern aircraft.

I'l comment on the two types i know best, the F28, and the Dash 8. Both have trim tabs on the ailerons, mechanically operated on the F28, electrically on the Dash.

Even in most non-FBW A/C, aileron trim is not performed by tabs. The "neutral" in the feel/centering unit is just reset, either electrically or manually, to the desired amount of units of roll. It has nothing to do with "being cheap" or what have you.

Anybody ever hear of the B727 or DC8. It does have aileron tabs. But on more modern aircraft NKP S2 is correct. The "trim" is actually set by changing the "center" in the centering and feel units.
