Was at BNE the other day and noticed a Alliance F100 repeatedly deploying thrust reverser buckets on the left engine while taxiing for take off. Is this a normal procedure to help with speed control and braking on the Fokker?

Yes, normal ops. That's the great thing about clamshell reversers. On a long taxi it helps spare the breaks. On the F70 and F100 it is recommended to use reverser number 1 as the APU exhaust is close to reverser number 2 and the exhaust air can then be distorted and reingested.
