What Are The Main Causes Of Airport Expansion?

I know some answers might be obvoius, but im really wondering. What are the main causes of Airport Expansion, who says or who does what to get an airport to expand. I mean airport runway extensions, new Terminals, New Runways, and other things. Do the Airlines have a say, part or all?

Airports of Thailand (AoT) has begun work on Phuket International's THB5.7bn ($182m) expansion project. The contract has been awarded to Sino-Thai Engineering & Construction Public Company and is expected to be completed by April 2015.

The project will be performed in phases, with the first consisting of the construction of a new international terminal capable of handling six million passengers per year, which is expected to take one year to complete.

AoT said that following the completion of the new international terminal construction, work on modifications to the old terminal will commence.

According to the airport operator, completion of first phase of the project will expand the airport's handling capacity to 12.5 million international and domestic passengers every year, up from 6.5 million.

Current usage is near or beyond the original planned capacity, gates are an issue, and usage is projected to keep growing. That was the situation at ONT in 1998.

135 hrs PIC (mostly PA-28) - not current. Landings at MDW, PIA, JAN.

Alot of growth has to do with airline and cargo growth. Most growth follows a master plan that the airport comission put together to forecast growth and what the airport needs and what needs to be done

They certainly do where the airline and the airport have the same owner, such as EK and DXB (both owned by the government). Same for EY/AUH and QR/DOH.

All airports (or at least successful airports) consult with the airlines before undergoing expansion. They need to know how much more they are willing to pay in fees, along with gaining input on what works/what doesn't and how they should go about addressing airline's various issues. Although sometimes what the airlines (or certain airlines) want and what the airport (or certain other airlines) want are two completely different things.

No use in an airport building a new multi-billion dollar Taj Mahal terminal if it raises the airport's fees so much that airlines reduce flights negating its need in the first place.
