BA1 T.O Thrust Out Of LCY

I know that BA 1 does not carry max fuel load to SNN out of LCY. But I am intrigued in knowing that whether FLEX takeoff is possible for the A318 departing on the short LCY runway for the short hop or is it a mandatory TOGA due to runway length/nearby obstacles?
