The B757 MEL permits defferment of "both" packs having High flow mode INOP,however the condition of having the Lower cargo compartments [Fwd & Aft bulk] free of cargo,except Ballast.....It does not say Live cargo but just cargo.
Anyone aware of the reason.

In the event of a cargo fire, you probably don't have enough pack flow to prevent smoke from the cargo bay getting into the passenger compartment without at least one pack on High.

Wouldn't the Bulk cargo compartment be a sealed area except for blowout panels & equalization valves.
