Airport Authority GSE

I have been wondering about this for a while. Why do airports have their own GSE? I know some airports provide FBO and ground handling services but at major airports like PHX they rely on airlines and ground handlers. The city has a stair truck, A/C carts, and GPUs. What use do they have them since all airlines and ground handlers have the same equipment?

Simple... VIP Aircraft, Heads of State, Military, etc...

Why pay rental? When you can own it and manage it on your own time/resources.

LAX has various bits of ground equipment for emergency use including two stair trucks painted like the crash trucks.
