According to the article, Westjet has contracted Lufthansa Technik to support their growing fleet of Q400's. Does this even make any sense? Wouldn't have been easier to use Bombardier Q400 support services?

LH Technik has facilities in several countries with much lower costs than Canada (e.g. Hungary and the Philippines). Westjet obviously wouldn't have made the deal unless they considered that it was better than other options.

The agreement isn't over airframe maintenance, it's about component repair and support. Lufthansa Technik will also set up and manage a spare parts warehouse for WesJet and handle all logistics related to these activities.
