Flap On DC-10 Fuselage

i always wondered what the story behind this little flap on the fuselage between door #2 and the wing is.

what is it?

on this picture you can see that it`s open...is it always ope or just dring t/o and landing?

does the MD-11 have it , too?

I've found myself guilty of the same thing. I duped a subject that was only 2-3 days old, but it was about 6-7 pages back. It takes alot of time to go through all of these things. Maybe there could be a FAQ section. I know it's probably difficult, but it probably could be done.
