Do any airliners, mainly foreign ones fly at night without lights? Does the FAA require light to be used at night?
Navigation, strob, becon or otherwise, other then landing lights below 10,000 feet?

Well I don't have the FARS available at this time but the FAA requires the rotating beacon (if equipped) to be active at all times that the aircraft is running, and NAV lights on at all times, but I believe that there is an exception for flying though clouds. Even if the FAA didn't require it, it just makes sense you want to have as many things on your side if you can.
