Does anyone know were I could find a list or a chart that shows all the VHF High Altitude Frequencies for the Eastern European Sector? (a website is preferable).

There's no website that I know off...
I don't have all of the Eastern European freq's, but some here they are:
Warszawa CTL: 134.275, 134.225, 134.875, 134.175, 133.475, 134.925, 134.925.

Praha CTL: 127.900, 134.000, 127.100, 132.800, 123.800, 133.525, 125.375, 120.475.

That Covers an area from Prague and almost all the way to Riga...I don't have any other information about Freq's further East, I do have over Russia though...
These are High Altitude VHF's!!!
I also have coverage of the Baltic areas I.E Zagreb Control/Radar and Budapest Control/Radar...

If you want the Russian or Baltic ones then simply reply...Boaz.
