why does AN-72 have over the wing mounted engines
is it for increasing lift?
and if so, why isn't this concept applied to any other aircraft in service?

Yes,
the stream of hot exhaust gases on the upper side of the wing causes an increased lift (the so-called Conda Effect). Besides the chances of FOD is lower, so it can be used on primitive airstrips. But it is harder to maintain and check the engines.

The only other aircraft I have seen with this engine setup was the Boeing YC-14. It is on display at the Pima Air museum.

I don't know which aircraft was first.
